Diversified configuration standards for furniture demand to be unified

With the continuous deepening of centralized purchasing in central units and localities, office furniture has received attention as a pilot project for centralized procurement. Although mass centralized procurement has been widely recognized, there are still some difficulties in implementation. The biggest obstacle is that the configuration standards are not uniform, and the implementation of centralized mass purchasing of furniture also faces the problem of configuration standards.

Missing technical standards affect budgeting

The implementation of batch centralized procurement, the budget standard is the premise of furniture configuration. Due to the individualized needs of the purchasing unit, the requirements for the functions, specifications and materials of the furniture are not the same. In addition, the technical requirements of the furniture are more complicated. There is no uniform technical standard for the procurement of government furniture. The difficulty of unifying the standard further restricts the budget of the furniture procurement project. Standards are unified.

The central budget unit currently sets standards only for office furniture and provides a reference for configuration and budget. These three standards are the “Standards for the Purchase of General Office Equipment and Furniture for Central Administrative Units (Trial)” issued by the Department of Administrative Law and Law of the Ministry of Finance (Cai Da [2011] No. 78); the Central State Organs issued by the Assets Department of the State Administration of Taxation "Standards for the allocation of office equipment and office furniture (Trial)" (Guo Guan Zi [2009] No. 221) and the "Notice on Further Promoting the Pilot Work of Centralized Units for Centralized Units" issued by the Treasury Department of the Ministry of Finance (Taiwan Library [2011] 87 number).

Among the three documents, the first two documents related to the budget standards and asset allocation standards for office furniture, lacking specific asset allocation technical indicators; the third document proposed the requirements for bulk purchase of office furniture, but did not specify specific indicators, and could not be purchased. The budgeting of the project provides a reference.

Wang Lida, director of the government procurement center of the central state agency, once said in a public statement: "The current government furniture procurement does not have a uniform standard for its appearance, quality, environmental protection and the health of office workers, because of the lack of relevant Technical standards and budgets cannot be implemented on specific indicators. As long as the technical standards can be unified, the budget standards are not difficult. With unified budget standards and configuration standards, the concept of government procurement value can truly fall. ”

Design style should match the office environment

Due to the rich and diverse content of government furniture procurement, especially office furniture, the size of each government unit is different, and the requirements of the purchasing unit are different for color and size, resulting in a large difference in personalization. Therefore, it is particularly difficult to unify the individualized needs of many purchasing entities and to formulate technical parameter standards that can meet the office needs of most purchasers and meet the asset allocation standards.

The Ministry of Finance and Jiangsu, Fujian, Zhejiang and other more than 10 regions have successively introduced standards for the provision of office equipment and furniture. From the overall perspective of standard setting, these standards mainly stipulate the three parts of the physical quantity, price ceiling and service life standard. There are few requirements for environmental protection requirements, product quality, product materials, etc., and no different products. Targeted settings for years of use and actual needs of different work environments.

Fang Ning, the person in charge of the procurement of the second government office of the Central Government Organs, said: “The furniture is different in different styles of rooms and different sizes of conference rooms. The requirements for office furniture purchased by different units are different. For example, The research and purchase of furniture in the institute requires special technical standards. Government procurement can only carry out unified standards from a wide range of prices and years. There are certain difficulties in standard refinement. The difficulty in unifying technical standards is also the reason why furniture cannot be implemented in bulk centralized procurement. one."

Local standards have price differences

From the implementation of localities, centralized procurement is only a supplement to the fixed-point purchase of furniture and agreement supply. The allocation standard is often only used as a symbolic reference, and there is no substantive manifestation in the procurement of government furniture. "At present, the scope of use of furniture allocation standards is relatively narrow, and it is only used in central government units, and public institutions still purchase according to needs." Fang Ning said: "The number of items specified in the furniture configuration standard is also in the actual configuration process. There are discrepancies. For example, a unit is composed of 70 people. In fact, only 40 people are working, but the implementation is still a configuration standard of 70 people."

With the changes in the market, the price of furniture raw materials has risen, labor costs have increased, and the degree of economic development varies from place to place. There are price differences in the allocation standards.

"The price is low, the profit of the company will be reduced, so that the quality of the product and the environmental protection may have problems." A person in charge of the furniture company told reporters.

"But the complaints of the central state organs for lowering the quality standards for purchasing products have not appeared. The bidding companies participating in the government procurement center projects of the central state organs have a good reputation." Fang Ning said.
